I had the same issue. I was unable to upload any documents and what unable to create a site collection. This occured across all web applications.

It seems as the problem was related to RBS (remote blob storage)

Steps Taken for resolution:
Ran following commands from Sharepoint Management Shell:
$farm = [Microsoft.SharePoint.Administration.SPFarm]::Local

$farm.ExternalBinaryStoreClassId

Got Output:

Guid
-----
407892b6-f389-4241-ac27-3c51297b68b2

----------------------------------------------------------------------------

Solution Fix:

-Navigated to Administrative Tools>>Component Services>>DCOM Config>>Tried to Search for the given GUID>> THe GUID was not present in DCOM.

-Ran following SharePoint Power Shell commands:

1 [System.Reflection.Assembly]::LoadWithPartialName('Microsoft.SharePoint')
2 $farm = [Microsoft.SharePoint.Administration.SPFarm]::Local
3 $farm.ExternalBinaryStoreClassId = [system.guid]::empty
4 $farm.Update()

I have these errors inP6.2 When I tried start db cofnig:Bad public user name or password.
